N Korea threatens military action

North Korea’s military celebrated the controversial nuclear and missile tests

North Korea says it has abandoned the truce that ended the Korean war, amid rising tension in the region.

It blamed its decision on South Korea joining a US-led initiative to search ships for nuclear weapons.

It said the South’s actions were a "declaration of war", and pledged to attack if its ships were stopped.

The move is part of an increasingly hard line being taken by North Korea, and comes two days after it conducted an underground nuclear test.

Meanwhile, South Korean news reports say that steam has been seen coming from a plant at the North’s main nuclear facility, a sign that it has made good on its threat to restart efforts to make weapons-grade plutonium.

The United Nations Security Council is working on a strong resolution condemning North Korea’s actions, including possible punitive measures.

The US military says North Korea failed to show an ability to launch an intercontinental ballistic missile.

US officials say the rocket failed to fire its later stages and fell into the Pacific.

However, analysts say the test was partially successful and should increase North Korea’s bargaining power at the negotiating table.

Earlier, the emergency meeting of the Security Council ended without agreement.

"It’s a provocative act that has grave implications," Mrs Clinton told reporters.

    China expects 2010 world recovery

Wen Jiabao at news conference - 13/3/2009

Premier Wen Jiabao said confidence was necessary to boost the economy

China’s Premier Wen Jiabao has said he expects that China and the rest of the world will be better off by next year.

He was speaking at a news conference in Beijing at the end of the annual session of China’s National People’s Congress - the country’s parliament.

He said China had enough resources to boost its $585bn (£413bn) economic stimulus plan if needed.

But Mr Wen said he was worried about the billions of dollars of currency reserves China had loaned the US.

He also said the situation in Tibet was "peaceful and stable", proving China’s policies in the region were "correct".

The news conference at the end of the annual NPC session is the only time that the premier takes questions from reporters.

    ‘Difficult year’

Mr Wen said confidence would be necessary to overcome China - and the world’s - economic difficulties.

The global economic downturn is hitting China’s growth

"Confidence is more important than gold or money," he said.

"First and foremost we need very strong confidence. Only when we have confidence can we have courage and strength, and only when we have courage and strength can we overcome difficulties.

"I expect that next year both China and the world will be better off."

Opening the NPC session nine days ago, Mr Wen said that this year would be the most difficult China has faced this century.

Two days ago, official figures were released showing that Chinese exports plunged by more than a quarter in February from a year ago, to $64.9bn (£47.3bn), and imports fell by 24.1% to $60.1bn.

At Friday’s news conference, Mr Wen said the government’s economic stimulus programme included 1.18tr yuan ($172bn) in central government spending on "public welfare, technological innovation, environmental protection and infrastructure projects".

Costing $585bn (£413bn) altogether, the economic stimulus programme was announced by the government in November.

Mr Wen said the authorities had enough "ammunition" to launch new economic stimulus policies in case of greater difficulties.

The government is targeting annual growth of 8% and wants to boost consumption and raise consumer demand.

10 Mar 09 Dalai Lama renews autonomy call

    Dalai Lama renews autonomy call

The Dalai Lama has repeated his demand for "legitimate and meaningful autonomy" for Tibet.
His call came in a message on the 50th anniversary of a failed uprising against Chinese troops.
Five decades of Chinese rule had caused "untold suffering", Tibet’s exiled spiritual leader said, accusing Beijing of creating a climate of fear.
He said hundreds of thousands of Tibetans had been killed, and thousands of places of worship destroyed.
The Dalai Lama’s message came fifty years to the day after a bloody uprising against Chinese troops in Lhasa that led, a week later, to his flight into exile in India.
China says its troops freed Tibetans from effective slavery in a feudal society. It is planning to mark 28 March - the day in 1959 on which the Communist Party dissolved the existing local government in Tibet - as Serfs’ Emancipation Day.
The Dalai Lama said the two sides needed to work for "mutual benefit".
"We Tibetans are looking for legitimate and meaningful autonomy, an arrangement that would enable Tibetans to live within the framework of the People’s Republic of China," the exiled leader said.
"I have no doubt that the justice of Tibet’s cause will prevail."
