What the high commercial oil price mean

30th June the price for the commercial oil is increased and in one month. It says that the oil price will be the same as the one before the global economic crisis.
So what the high oil price mean and also why the commercial price got higher.
Before the E-crisis people all know that the Chinese economy is mainly depend on export. Children tool toothpaste cloth pork and etc. And since the E-crisis all the price got lower and also the price for the commercial oil.
The price is keep on for more than half a year and now the price is up again. So what that mean. Does it mean the E-crisis has already gone.
